Motorcycle Profiling is a real and pervasive problem in California. The historical pattern of

evidence is documented and irrefutable. Individuals and groups of motorcyclists are

regularly the victims of selective enforcement solely based on their appearance, not their

conduct even during funerals, political and charitable events. Motorcycle Profiling is

Unconstitutional: Profiling relies on appearance to establish suspicion as opposed to the

legal requirement of conduct. A motorcycle profiling stop amounts to the motorcyclist

being detained, cited, assets being seized, or both. The costs to the state and local

municipalities, as well as to law-abiding citizens of not addressing the issue of motorcycle

profiling continue to mount as the problem gets worse. A Senate Resolution (SR xx -

Senator Caballero, Author) seeks to create statewide awareness of the issue and open doors

of communication between local and state law enforcement agencies and the motorcycle

community. This resolution models the language used in Congressional Bills (S. Res. 154)

passed the U.S. Senate with unanimous consent on December 11, 2018 and (H. Res 255)

currently being reintroduced in the House. As a taxpayer, voter and concerned constituent

of your district, I respectfully request your support and commitment to passing this

resolution as a positive step in creating awareness and establish a coalition of concerned

citizens to work though the issue with law enforcement. Thank you for your consideration

and action on this issue important civil rights issue.

2022 National Motorcycle Profiling Survey

and encourage everyone to fill out a survey each and every time we experience

OR witness law enforce profiling.

The 2022 National Motorcycle Profiling Survey has only 6 questions that are designed to help

define the profiling trends so we can focus our resources on the areas that need it the most. Your

participation will have a long-lasting, positive impact on the community. This survey on average

will take 1 minute to complete.

The information collected in these surveys has been an essential part in lobbying efforts at both

state and national levels, and without a doubt provide critical data points for the grassroots

activist to intelligently communicate issues impacting the motorcycle community and influence

change.

With over 34,000 survey participants from all walks of life, the National Motorcycle Profiling

Surveys, with 99% accuracy, has proven that many motorcyclists are being targeted by law

enforcement based on appearance. This information was the foundation of the argument that

resulted in the Motorcycle Profiling Resolution passing in the U.S. Senate and House of

Representatives with unanimous consent.
